More Evidence That The Indictment Will Target Hezbollah

The STL made a press release today on changes made to the Rules of Procedure and Evidence:

Amongst the most important [changes were made ] to the rules governing the service of an indictment by detailing the practical steps that must be taken after the confirmation of an indictment, in particular regarding the start of in absentia proceedings.

The STL specified 60 days as the period between the announcement of an indictment and the start of trial by absentia should the defendants decide not to surrender. In other words, the STL appears resigned to the fact that the accused party will not surrender and that they’ll have to resort to a trial by absentia.
