a Bold Traffic Law

MP Mohammed Qabbani:
>throwing tissue paper, empty bottles and other waste [on the street] … will be fined by LL350,000 ($233) to be paid within 15 days, and if the deadline is not respected, it will go up to LL450,000,” ($300) […] Similarly, [owners] of cars that emit polluting smoke or noises that annoy other people on the street and surrounding neighborhoods will be fined up to LL350,000 and the vehicle will be confiscated
Again, although the law will be popular, I can’t help but be concerned that it’s giving too much discretion power to police officers. Who determines which amount of noise is noise pollution? What can prevent a police officer from charging you with noise pollution if he doesn’t like your face?
