Nabil Al-Arabi Nomination To Arab League a Reaction To GCC Expansion ?

I just found this interesting post in FLC quoting an unnamed observer with wide Egyptian contacts:

“… no sooner that the GCC ‘took in’ both the Hashemite & Alawi monarchies as life members of the ‘Sunni Club of Royals and royalists’, the ruling class of Neo-Egypt hastened , in a sudden & swift display of its own, pulled the rug from beneath the ‘Arab counter-revolutionaries’ feet & named the chief diplomat of Neo-Egypt at the SG of the Arab league

This could be true of course, but to me the important question is this: Why does the current unelected caretaking government in Egypt believe that it has a mandate to make hugely consequential strategic choices? The Egyptian people could eventually decide to establish an adversarial relationship with the GCC, but shouldn’t that follow extensive public debates and free elections?
