Can Civil Society Pressure Politicians Into Forming A Government?

Tens of thousands of teachers staged a one-day strike Wednesday, causing the closure of nearly all of the public and private schools across Lebanon, in protest against the ongoing political vacuum in the country.

This is great and perhaps more sustained action of this type can move things forward. But the real problem is not that the cabinet is taking so long to form. The problem is that a lack of a proper cabinet can wreak so much economic havoc.

A caretaking government should be perfectly capable of sustaining a country, but as things stand we are stuck with ministers running their own fiefdoms because the constitutional framework for caretaking governments is not clear.
