Patrick Galey on the TIME interview:

Hezbollah is the driving force behind the new government, and it’s taken a long time for them to get into such an administratively strong and legitimate position of power. Why would they allow one of its men to boast about the impunity the party enjoys? We know this. Hariri knows this. The STL and the international community know this. What does Hezbollah gain from coming out and saying it?

A good question, but not an impossible one to answer. The decision might have come from Hezbollah lower ranks who could be motivated by hubris. Things like this happen: Arrogant foot soldiers get carried away by their sense of impunity and often stray away from the message of the wise leadership. I like to cite the tortures of Abu Ghreib as a perfect example of this: Soldiers get arrogant, they try to teach their opponents a lesson but end up hugely embarrassing their leaders.
